Despite the settlement occurring last year, its implications seemed to be news to many attendees of the industrial stormwater sessions at this year’s StormCon surface water quality conference, where the subject was discussed at length. This proposed permit would replace EPA’s 2015 MSGP upon finalization. EPA will take comments on the proposal during a 60-day comment period, which begins March 2, 2020, and ends May 1, 2020. Comments can be submitted on www.regulations.gov for docket ID # EPA-HQ-OW-2019-0372. The 2021 MSGP becomes effective on March 1, 2021. EPA’s 2021 MSGP applies in areas of the country where EPA is the NPDES permitting authority and has made the permit available for coverage.

Beginning December 11, 2020, the proposed 2021 MSGP and fact sheet are available for your review. A virtual public meeting was held on January 11, 2021.
